As soon as the programme starts, the out-reach staff facilitates identification, selection and placement, by the community, of potential in-reach staff complement, consisting of would be CDPs and Project Managers(NABECO). They are placed in a learner-ship for one year. Successful candidates are deployed as interns for the second year under close supervision by the out-reach staff. On the third year, they enter full time employment and become the local staff compliment for the programme in their respective community. Drop–outs are replaced as soon as possible.
The CDPs Learners are trained to become Social Facilitators of social-emotional-healing, community mobilization, education and training of the initiators of the enterprises, and form a strategic link with the out-reach personnel from the social investment partners especially government, corporate, Donor Agencies. The Project Manager learners on the other hand receive education and training to become the social facilitators, watch dog, leaders, representative, support system etc of the community concerned. After graduating they are employed by the community. This ensures that the social funds invested in the programme and the income generated through the Buntu Village Market is spent in the community, where it matters most. Because the wage bill accounts for a big chunk of the budget, NARDEP keeps the out-reach staff compliment small to honor this commitment.
The third year is the exit year for the out-reach staff. It gradually pulls out living the fully qualified CDPs and Project Managers(NABECO) to continue with implementation of their community programme independently for years to come. The three out-reach members of staff move on to replicate the programme in the next community. They, however, monitor and receive reports annually from community A and give support to their programme when it is necessary.
